The NWT & Nunavut Chamber of Mines is pleased to announce its new Board of Directors for 2006 / 2007.
The election took place at the Chamber’s Annual General Meeting held in conjunction with the Geoscience Forum in Yellowknife. The meeting was followed by a gala evening sponsored by De Beers Canada Mining which saw Chantal Lavoie, Vice President of NWT Projects with De Beers, give a presentation on “Diamonds for Good” detailing positive social benefits from diamond mining.
Following the presentation, a charity auction raised approximately $20,000 on behalf of the NWT Mining Heritage Society to help fund the planned mining and geological museum in Yellowknife.

| Premier Paul Okalik announced his cabinet this week. He will assume the responsibility for Justice, Executive and Intergovernmental Affairs. Levinia Brown was named Deputy Premier, Minister of Health and Social Services. She was also named Minister Responsible for the Status of Women. Leona Aglukkaq is the Minister of Finance, and Government House Leader. Olayuk Akesuk has been named Minister of Environment, and Minister Responsible for the Worker's Compensation Board. Peter Kilabuk is the Minister of Community and Government Services, as well as Minister Responsible for Nunavut Housing Corporation. Ed Picco is the Minister of Education. He is also responsible for the Nunavut Arctic College, as well as the Minister Responsible for Homelessness & Immigration. David Simailak is Minister of Economic Development and Transportation, Minister of Energy, and Minister Responsible for Qulliq Energy Corporation. Louis Tapardjuk was named Minister of Culture, Language, Elders & Youth as well as Minister of Human Resources. |

| Premier Joe Handley announced his new cabinet today. Floyd Roland was named Deputy Premier and Minister of Finance and of Public Works. He will also chair the Financial Management Board. Michael Miltenberger returns as Minister of Health and also has responsibility for Seniors and People with Disabilities. Charles Dent is back on cabinet in a role he held previously as Minister of Education, Culture & Employment. Dent will also be Minister of Justice, Minister Responsible for the Status of Women and will be Government House Leader. Brendan Bell assumes responsibility for Resources, Wildlife & Economic Development and will be responsible for the Workers Compensation Board. Michael McLeod was named Minister of Transportation and Minister responsible for the NWT Housing Corporation and Minsister Responsible for Youth. Henry Zoe is Minister of Municipal and Community Affairs and has responsibility for the Public Utilities Board. Handley will assume responsibility for Aboriginal Affairs, Intergovernmental Affairs and the NWT Power Corporation. |
| November 26, 2003 - Chamber Membership Grows |
| At its Annual General Meeting held Nov. 20, 2003, Chamber members learned that the organization had a healthier bottom line largely due to increased membership in the service sector and among junior exploration companies. This offset major membership losses incurred with the closing of Polaris and Nanisivik mines. Companies and individuals exploring for minerals in the NWT & Nunavut are encouraged to call the Chamber office to enquire about membership. |
| August 14, 2003 - Lupin Operations Suspended |
| Kinross Gold Corporation has announced the suspension of operations at its Lupin Mine in Nunavut. The total number of employees affected is 235 plus an additional 70 contract employess. Forty of these are residents of the NWT and Nunavut. While the mine has experienced improved costs over the past few years, the high Canadian dollar has negated the effect of these efficiencies. Extraction of crown pillars will mean that some operations will continue through 2004, producing approximately 110,000 ounces of gold. The plant and equipment will be placed on care and maintenance pending review of future alternatives. Lupin commenced commercial operation in 1982, pioneering aircraft use for mine construction and operation and rotation of the workforce; and transportation of equipment and consumables by winter ice road. This has become the model for the new diamond mines in the barrenlands. Lupin produced over 3 million ounces of gold during production, significantly contributing to the Canadian economy. There are now no active mines in Nunavut. |

| July 25, 2003 - Snap Lake A Go |
| The Mackenzie Valley Environmental Impact Review Board has concluded that the mine proposed by De Beers Canada for Snap Lake does not pose any significant environmental threat and has recommended to the Minister of Indian Affairs and Northern Development that the project can proceed to the regulatory phase. De Beers plans to open its mine about 250 kilometers east of Yellowknife in 2006. |

| Changes announced in Federal Budget 2003 are likely to raise taxes on the mining industry when jurisdictions around the world are moving to lower the tax burden to encourage investment. While the budget reduces corporate taxes, the Resource Allowance has been eliminated, which will mean a higher tax burden for most mining operations. "The federal government is undercutting the good work by many provinces to make mining investment more attractive." says Gordon Peeling of the Mining Association of Canada. The Mining Association will ask for a meeting with Finance Minister Manley when it completes its analysis of the budget. Mining employs 1 in 40 of employed Canadians, more than 375,000 jobs in 2001. |

| The Cordilleran Exploration Roundup in Vancouver last week was the most exciting in years. The gold bugs were out in full force as a result of higher prices for the metal. Record attendance at both the Roundup and the Investors Forum bode well for junior mining companies attempting to raise financing for northern projects. |

| After a lengthy court case, BHP Billiton, operator of the Ekati Diamond Mine, was found not guilty on all charges brought by the Department of Fisheries. The crown alleged that BHP Billiton altered fish habitat and deposited material deleterious to fish into fish habitat during the construction of the Ekati Mine in 1994 though 1997. |

| The official opening of the Koala North underground mining operation occurred today at the Ekati Diamond Mine, 200 km. north of Yellowknife. Koala North will mine a small kimberlite pipe situated between two larger pipes that are being mined by open pit methods. This marks another first for BHP Billiton, who opened Canada's first diamond mine in 1998. |

| September 5, 2002 - Tlicho Agreement Initialled |
| The Government of Canada, Government of the NWT and Dogrib Treaty 11 officials initialled the Tlicho Agreement September 4, 2002 in Wha Ti. The agreement is the next step in granting ownership and self government control over lands claimed by the Dogrib Dene. The land is in a single block of 39,000 sq.km.surrounding the four Dogrib communities. Existing mineral claims and leases in the area are exempt from the agreement. The final agreement will require ratification by each of the three parties. |
| August 23, 2002 - MVLWB Decision in Court |
| North American Tungsten, operators of the Cantung tungsten mine, will seek a judicial review of the decision of the Mackenzie Valley Land & Water Board to send its application for a renewal of its water licence to an environmental assessment. The MVLWB, in its decision, ruled that the application for renewal was, in fact, not a renewal but would result in the issuance of a new licence. The Cantung mine opened in 1962 but was placed on care and maintenance from 1986 until January of this year due to low prices for tungsten. The mine recommenced operation under the terms of its existing water license. Cantung mine, situated on the Yukon border, employs about 174 workers. |

| Hendrik Falck, of the C.S. Lord Geoscience Centre in Yellowknife, was recently awarded the Julian Boldy Award for his paper entitled "Geochemistry and origin of the Banting Group, Yellowknife Greenstone Belt: a mafic crust melting event in the Southern Slave Province". This award recognizes the paper as one of the top three papers in economic geology presented at the Geological Association of Canada/Mineralogical Association of Canada general meeting in Saskatoon, 2002. The award is supported by an endowment from Placer Dome in recognition of the work of Julian Boldy. |

| The 36th annual Mine Rescue Competition, sposored by the NWT & Nunavut Workers Compensation Board, was a great success. Winner of the Commissioner's Cup and the 2002 overall champion is the team from Miramar representing Con and Giant Mines.

| The Miners' Picnic saw the biggest turnout ever to celebrate the north's number one industry. Hot dogs, hamburgers, gold panning, kids' activities, the Prospector's Challenge all added to the fun. Winners of the Prospector's Challenge were Fred Eyakfwo from Rae and Johnny Mantla from Wha Ti. Picnickers were also able to watch the annual Mine Rescue Competition featuring Con, Ekati and Lupin rescue teams in action. The Miramar Con mine tours were well attended by Yellowknife residents and visitors alike. |

| De Beers Canada Mining has submitted its Environmental Assessment Report on the Snap Lake Diamond Project to the Mackenzie Valley Environmental Impact Review Board. The detailed report is in three volumes and weighs about 25 pounds.

| An upbeat and optimistic mood was in evidence at the Cordilleran Exploration Round Up in Vancouver, January 21 to 25. Over 2400 delegates attended to catch the latest exploration news from the Canadian junior mining sector. Highlighting the excitement was the diamond play in the West Kitikmeot region of Nunavut, followed by the Lac De Gras area in the NWT, Quebec and Ontario. Deals were again being made in the halls and coffee shops. Is this a sign of a return to the heady early days of the Canadian diamond play? Several northern prospectors reported sharply increased interest in their properties. Diamond excitement is beginning to spill over into other commodities as well. We look forward a busy season. |

| Premier Stephen Kakfwi announced changes to the GNWT Cabinet lineup today.
James Antoine becomes Deputy Premier and Minister for RWED as well as Minister Responsible for Aboriginal Affairs and the Intergovernmental Forum. Joseph Handley retains Finance, the Financial Management Board and the Workers Compensation Board, Energy and Hydro Secretariats, the NWT Power Corporation as well as new responsibilities for Transportation. Jake Ootes retains Education, Culture and Employment. Vince Steen retains Public Works and picks up Municipal and Community Affairs. Roger Allen picks up Justice and retains Youth, the NWT Housing Corporation and the Public Utilities Board. Michael Miltenberger, who recently replaced Jane Groenewegen on Cabinet, gets Health and Social Services, Persons with Disabilities and Seniors. Mr. Kakfwi has responsibility for the Executive Council, Intergovernmental Affairs and the Status of Women. |
| November 6, 2001 - Road Tax Dead For Now |
| Transportation Minister Vince Steen announced today that he was withdrawing the Road Tax Bills from consideration during this Legislative Assembly session.
He indicated that he would reintroduce new legislation in the February session after consulting with stakeholders. He said that the new legislation would take into account concerns he had heard from MLAs, the general public and industry and would include a sunset clause, protection for manufacturers, increased tax breaks for residents and protection for lower income families. He did not state whether he would include provisions to address other concerns from stakeholders such as fairness, administrative efficiency, workability, consistency with overall government priorities, alternatives to a new tax, redistribution of government revenues and expenditure savings from resource development, total cost or overall effect on the NWT economy. |
| November 5, 2001 - Tax Still Alive |
| In spite of overwhelming opposition from individuals and business and consumer groups, Finance Minister Joe Handley says the GNWT remains committed to its road tax initiative. Analysis by business groups indicates the tax could add as much as 21/2% to the cost of living in the NWT. According to Handley, the GNWT will propose minor changes that will offer relief to certain sectors. Business groups remain concerned that such efforts will merely add to the cost of administering the tax while ignoring the basic flaws in the proposal. |
| October 30, 2001 - Nanisivik to Close Early |
| Breakwater Resources, the operator of Nanisivik Mine in Nunavut, has announced that the zinc producer will close in September 2002. Citing low metal prices as the reason for the closure, the company has reshaped its mine plan to focus on removal of pillars. The new plan does not incorporate mining lower grade reserves. Following on the previously announced closure of Cominco's Polaris zinc mine later this year, this will bring the number of operating mines in Nunavut to one: Echo Bay's Lupin gold mine. | October 25, 2001 - Road Tax Uncertainty |
| The future of the proposed road tax is uncertain. The report of the Special Committee on Conflict Process called for the resignation of Minister of Health Jane Groenewegen and Conflict of Interest Commissioner Carol Roberts and further recommended that Premier Kakfwi dismiss two senior staff members. Groenewegen resigned Oct. 24 but the Premier has indicated that he will not fire his staffers. The future of the road tax hinges on action the Legislative Assembly may take regarding the Premier's refusal and the appointment of a new Cabinet member to replace Groenewegen.

| The proposed tax on commercial trucks using NWT highways has been placed on hold after the Legislative Committee reviewing the Bill voted against the proposal. Next steps in the process are uncertain at this point although the Minister of Finance indicated that a new proposal would have to be brought forward to fund needed highway improvements. |

This is a good opportunity for you to voice your opinions on the proposed road tax. On Wednesday, Oct 17, in Committee Room A of the Assembly, the Standing Committee on Governance and Economic Development will hold public hearings on the road tax. The Chamber will present at 10:00 AM. BHP is scheduled for 9:30, Diavik will appear in the afternoon. Other NWT and business groups will also appear. Do not underestimate the power of a packed committee room. Numbers mean a lot and people usually only show up when they are negatively concerned. Please attend if you can. |

| The installation of the Walter Gibbins Memorial Mineral Display Case is
complete and ready for public viewing at the Yellowknife Airport. The hexagonal, crystal-shaped case is located near the arrivals area of the airport. Six displays are featured, including NWT mine samples, minerals, rocks, fossils, rock textures, and wierd rocks. Spirit YK is planning to have a grand opening for the public, the supporters of this project, mineral and rock collectors, geologists, and friends of Walter Gibbins, some time in September. |

| The Echo Bay Lupin Mine operation, which employs 285 people and approximately 50 contractors, is proud to anounce its 3 millionth ounce of gold has worked its way through the presses on Friday April 13, 2001. The press will be dumped and the actual ounce will be poured on May 1st or 2nd. Congratulations to Echo Bay and to all Lupin employees, both past and present, for the part they have played in this noteworthy achievement.

| April 2, 2001 - MINING DAY ON THE HILL |
| Mining Day on Parliament Hill was held on March 27. The agenda focused on two main issues: the new Canadian Environmental Assessment Act (CEAA) and taxation affecting the mining industry. Industry response to the new edition of CEAA has been very positive, largely due to good consultation with industry spearheaded by the Mining Association of Canada. In addition, a delegation of northern mining executives and national mining associations met with key officials and politicians to discuss northern issues. Our general manager, Mike Vaydik, attended and the northern group met with Shirley Serafini, Deputy Minister of DIAND; Larry Bagnell, MP for Yukon; John Finlay, Parliamentary Secretary to Robert Nault, Minister of DIAND. Meetings were very positive with the highlights being the commitment of all participants to the review of the operating environment for mining in the north. The following day, the group met with Robert Nault, Minister of DIAND. Mr. Nault pledged his personal support for the review of the regulatory and administrative concerns expressed by the northern mining industry. He said that he was keen on the idea of an annual mines ministers conference for himself and the three territorial ministers who have responsibility for mining north of 60. While he was unable to offer any details at the meeting, he indicated that he would soon take a paper to cabinet asking for additional resources for the Mackenzie Valley boards (MVLWB and MVEIRB) that have responsibility for the environmental review of all development in the NWT. | February 26, 2001 - EKATI PIPES APPROVED |
| The Mackenzie Valley Environmental Impact Review Board has recommended approval by the Minister of DIAND of the proposed development of the Sable, Pigeon and Beartooth kimberlite pipes at the Ekati diamond mine. The board's report includes 62 recommendations. The mine currently produces diamonds from a single kimberlite pipe and has added 20% to the NWT's gross domestic product over the past two years of operation. The three newly approved pipes are expected to result in a longer mine life and increased benefits to the NWT and Canada. Approximately 600 people are directly employed at the mine, 78% are northerners and 40% are aboriginal northerners. |

| December 22, 2000 - Snap Lake to be 100% De Beers |
| De Beers Canada announced that it has entered an agreement to puchase Aber Diamond Corporation's 32.24% interest in the Snap Lake project, approximately 200 km. NE of Yellowknife, in the Northwest Territories. This purchase will give De Beers 100% ownership of the property which is expected to produce diamonds in 2004. This will be the first mine owned by De Beers outside of southern Africa. Aber announced that it will use the proceeds of the sale to finance its share of the Diavik project, which recently gained construction approval by its joint venture partners, Diavik Diamond Mines, Inc. and Aber Diamond Mines Ltd. It is expected to reach diamond production by 2003. |

| Diavik Diamond Mines Inc. and Aber Diamond Corporation have announced their decision to proceed with development of the Diavik Diamond Mine at Lac De Gras, Northwest Territories. Diavik and its contrators are already preparing to ship up to 4000 truckloads of fuel, equipment and materials over the winter road that services the mines and exploration camps in the NWT. Project approval brings into effect the following agreements: Environmental Agreement, Socio-Economic Monitoring Agreement and Participation agreements with affected first nations communities. | December 18, 2000 - BHP Signs Contract |
| BHP Diamonds, operator of the Ekati Diamond Mine, recently signed a contract with Kete Whii Ltd., a joint venture of Dogrib Treaty 11 and Akaitcho Treaty 8. The 9 year, $30 million contract is for transportation of kimberlite ore from the Misery pit to the process plant at the mine. This is the first ever business joint venture between Treaty 8 and Treaty 11. The contract is expected to provide about 20 full time jobs for residents of Rae/Edzo, Wha Ti, Gameti, Wekweti, Dettah, Ndilo and Lutsel K'e. |

| At its Annual General Meeting on November 23, the Chamber voted to change its name to the Northwest Territories and Nunavut Chamber of Mines. This will better reflect the changing political landscape in the north. " The Chamber, with a new name, still has the same goal; to speak for orderly resource development in the NWT and Nunavut" said Chamber President Jim Excell. In addition, the Chamber has increased representation from Nunavut with the creation of a Vice President for Nunavut and a Vice President for the NWT. | BHP has announced a $750,000 program to allow its employees to upgrade their reading, writing and mathematics skills at their worksite. Employees who wish to take part will attend a two hour workplace learning session every second day during their normal work shift. | November 16, 2000 - Nunavut Mining Symposium |
| The Nunavut Mining Symposium in Rankin Inlet wrapped up on November 14, 2000. The 200 plus delegates heard from Government of Nunavut cabinet ministers, including the new Minister for Sustainable Development, Olayuk Akesuk, representatives of the Nunavut business community and representatives of most of the companies exploring for minerals and operating producing mines in Nunavut. Mike Vaydik, General Manager of the Chamber of Mines also addressed the Symposium on the need for more geological mapping, industry focused training programs and regulatory streamlining. The Chamber also held a Board of Directors meeting to discuss better service and representation for Nunavut. Copies of all the major presentations will soon be available on this website. |

| Yukon Premier Pat Duncan told mining executives in Vancouver recently that her government wants to spark a renewal of the mining industry in that territory. She announced an increase in the exploration tax credit to 25%, up from 22%, and that the deadline for application of the credit has been extended to April 1, 2002. | Former Commissioner of the NWT, John H. Parker, was awarded the J.C. Sproule Memorial Plaque by the Canadian Institute of Mining, Metallurgy and Petroleum (CIMM). The award is in recognition of outstanding service to northern Canada. John is well known and respected by northerners from communities large and small: as a mining and geological consultant, a former Mayor of Yellowknife and Commissioner of the NWT before the formation of Nunavut. John serves on the boards of several northern corporations: NWT Power Corp., Evaz Group and Aber Diamonds. John is an officer of the Order of Canada and a member of the Aboriginal Order of Canada. He and his wife, Helen, now live in active retirement in Sidney, B.C. |

| All seven Yellowknife MLAs attended a constituency meeting last night. Mike Vaydik, our General Manager, highlighted the following mining industry concerns:
1. The Mackenzie Valley Act is allowing community and outside interest groups to demand unrealistic and costly consultation and compensation in advance of exploration. This is keeping junior companies and prospectors off the land and will affect our economy.
2. Transportation infrastructure is key to development of all industries, including mining and tourism. MLAs need to publicize the dreadful state of Highway 3 and hold the federal government to its responsibility for highway development. |
